Is it mold?

I noticed a small section on the bathroom wall where the paint is peeling. I had a mold inspector look at it and told me it was not mold because the site was not moist. He also only does air quality tests for mold. My question is, could it be something else? How do I find out why the paint is peeling. I sprayed a mixture of tea tree oil and water on the spot. What do you think? Please advise. Thanks!
