Section 8 and the rights we have

We have section 8 and have a musty smell coming from both bathrooms and laundry room. Upon inspection of crawl space I found standing water and almost no traps on drains. Also went into attic and found wet insulation and moldy lumber. Does the landlord have to give us a new rental immediately and are they reliable for any moving expenses.
